Grid filled apart from the two 13-letter things. From the letters I have the author is foreign, and unknown to me. Not sure how to proceed since any list of authors, even if complete, is going to be enormous.

Not foreign. Unclued columns split 10,3 and 7,6

Ah. Was looking for the author in col.1, hence the inference of foreignness. Got the well-known quote, now looking for the last stages.
