43 Liter, Us unit (ours is Litre) At, engaged, Ure, northern river.

43a liter is the us unit
at = engaged

31 The word Tourist has two Ts, double T, if you empty it (on vacation) T ouris T.

SPOT THE BALL? That would be a traditional newspaper promotion, but how does the parsing work?

11d is O(ver) T(he) T(op) (excessive) H(yp)E (extremes of hype), B (boring to begin with) surrounded by SPALL, verb meaning to chip or splinter.
