The answer is not the first name of the writer. It’s a verb meaning to make a loud cry. B for book is the first letter, then the boring tool

It is a B for "book", followed by a 3-letter "boring thing". Definition "Bellow".

I agree about 26a, my first entry (rhyming with our PM) I was sure fitted perfectly, but that then clashed with 19d crosser.

Went for alternative, but clue definition suggests flowing water - only answer I can see seems to have to be “static” water. Perhaps I’m overthinking it.
