I've finished it but can't parse 5D or 14D.

For 5d think of a finger.
For 14d I am lost for the parsing but the answer is obvioue from the crossers. I hope someone will explain!

14. The writer is two letters (with an apostrophe) in the middle of the answer reversed (sent up). Around that we have a specific European and an abbreviated US state. “Cops” is the containment indicator.

5d definition is ‘number’ and the rest of the clue parses as 3, 2 - what you do with a whole (reportedly).
