Terrible new lines without legality.

Lawfulness is the only word that fits the hole and the definition (legality).

Can't make LNESS = "new lines".

Less = without
N = New
The new is inside, lines, the without.

Bobdown, thanks. I didn't parse it when I stuck in the answer yesterday, so I felt I should make the effort today!

But isn't the clue the wrong way round?

It would appear so to me, but others may have a different take on it.

Re 8d, I think "lines" is being used in the sense of "lining" (ie inside). Terrible is AWFUL; new is N; both inside LESS

Thus: L (AWFUL N) ESS.

Thanks for the solution Malone. I can see it now. Trouble is, once I had convinced myself that there was a mistake in the clue I stopped looking for solutions.

Not sure I ever would have got there!
