Is 8d just wrong?

Terrible new lines without legality.

Lawfulness is the only word that fits the hole and the definition (legality).

Can't make LNESS = "new lines".

Re 8d, I think "lines" is being used in the sense of "lining" (ie inside). Terrible is AWFUL; new is N; both inside LESS

Thus: L (AWFUL N) ESS.

Thanks for the solution Malone. I can see it now. Trouble is, once I had convinced myself that there was a mistake in the clue I stopped looking for solutions.

Not sure I ever would have got there!
