A bizarre mish mash of UK specific (26a, 22d) and, judging by the discussions on here, US specific (20a, 11a, 16a?). Also, 'but may ... not' in 14d seems totally superfluous ... and pretty much meaningless. All in all, far from Everyman's best work.
