It’s an anagram (“out”) of three parts. Two words from the clue and a single letter.

So what's the answer. It seems it ought to be an anagram of CAN, T ("the start to turn") and VERSE but I can't come up with anything.

There are arguments about posting answers to Prize puzzles, but this one wasn't, so I could have given the answer. However fifteensquared is such a useful resource I thought you ought to know about it.

Does it have answers to old crosswords? I mainly do Times crosswords from the 1980s and often don't have the books.

It doesn't do Times puzzles - I think there are other sites that do. It has Guardian (and more difficult puzzles) going back years, though.
