Always a bad start when you’ve got no idea what 1a is.

Military department’s butterfly test not right (9)

I have no letters at all.

Any nudges/hints?

Add a "test" (go, attempt) missing R(ight) after a well-known butterfly (although there should be another word before it to be correct)
