4 down - With newspaper and string wrap present unofficially (3,3,6).

The answer is OFF THE RECORD but I’m struggling to parse it fully. I think newspaper= FT, CORD is string and they wrap (enclose) HERE (present) but that doesn’t account for the first two letters and I can’t see that “with” gives OF. What am I missing?

‘With’ is given as a synonym for ‘of’ in Chambers.

Perhaps as in “I’m of the opinion”… “I’m with the opinion”

From the OED, "of" can be used "Indicating the material or substance of which something is made or consists", so made of wood, made with wood. I think this quote from c1175 clears it up nicely:

Þær wass god win off waterr wrohht.
