ilippu - I parsed 3 as the first two numbers of Bond + blighters originally inside a word for a nest in a tree

I may be wrong, but I have H and TO splitting the periods of desire regularly. I can't parse 9 down and 12 across though.

9 down refers to an expression - think fair play. 12 across includes a 3-letter exclamation of pleasure inside an old word for driver's seat.

Pendragon - and thanks for the parsing of 19d. That works.

As indicated, 19 has one letter for husband and two letters for against inserted at regular intervals in a word for periods of desire.

17 requires the dropping of a single letter indicating zip from words meaning spell (2), supplying (7), outsize (2)

9d is a DD of 6 words and 2 words.

12a is 3 letters for the first 5 words inside a word for the last three in the clue.
