Not an Azed fan or solver and didn't see a quick solution, but peeked on another site.

"Rev W." means it's a Spoonerism which I might actually have figured out had I spent some time. I even knew the Lizzie term. 😁

davel, I think the 2nd syllable is related to "was champing" (slang).
