HI everyone

I've made quite good progress, but have ground to a halt in the top NW corner. A couple of hints may just get me going again.
For 3d I have ??????O?A?
and for 11ac I only have ??? ?????C?
Although I got the cheese in 22ac fairly early on, I haven't been able to parse the last five letters. Any ideas for how it works.

The sun has come out here now, so I'll just go and check the last of my washing. We didn't get much rain here- just 2.1mm since midnight. I don't think that will fill the butts.

I am definitely not a fan of Paul, and not to be heretical, but I didn't care for the Rufus clues here either. I still don't have 14, so any hints are welcome.

Darla, 14 is hopeless w/o UK-based GK.
It's a trademark Rufus device, cryptic definition, one of his all-time most famous / favo(u)rite clues. Name of a bar which was (is?) a staple in some British soap opera show. I had to consult Google, despite sussing the defn. straight off.
