Apologies, that’s wrong, I had it wrong yesterday. In fact it is a French painter (a different one) but with one letter for gallons inside, then IS from the clue and one letter for energy

The long ones:

26 is fairly easy: defn "suitable for gardening leave", parses as 5 ("party member"), 8 ("blamed for crime").

1 not too bad: defn. "fixture", parses as 4 ("pay"), 2 ("graduate"), 2 "fifty quid", 5 ("light").

8 is a difficult anagram of the first 3 words in clue ("reforms"), defn. "old-fashioned still".

9 is also difficult. Defn. "wrong", parses as 2 ("about") followed by [an uncommon 10-letter word for "gripping" with a B ("book") inserted].
