83. Rise and fall that's good for five hundred deer (8)
87. It gas tufted ears and ten appeared around the Kent area (8)

66. The clue relates to the star of a musical.
So once you solve "a doctor is returning" you have the main character but the answer is the musical itself.

70. out = anagram
close = end (of a word) to add to another word to make up the six letters to shuffle.

87. "ten" refers to the answer for question 10.
Put that around an abbreviation for where Kent is.

83. Take an eight-letter word for "rise and fall" then replace "five hundred" with "good".
