4d - Is a normal clue. An anagram of a word in the clue and a 2 letter abbreviation - definition is "event"

Tough but enjoyable.

Can't fully parse either 23d or 17d

The word in 22a is new to me too but for Seinfeld fans it reminded me immediately of his regular greeting, "hello...."

Think I'm too old to have got 16a without Google help.
