23a - You're right, Chambers gives the answer as squalid - I hadn't seen that.

25a - Again, I'm sure you're right in that it's an indicator that the money is no longer in use.

Mikey I think "nuts" is a synonym of the 7 letters around the 3 (reversed "set of wheels" )

Have just started and so far my experience is the opposite to Brendan’s - got about 10 answers almost immediately and then have ground to a halt, though distracted by other things I have to do so will come back to this later. FOI: 11,2,1a ( Would have been 7a, but I didn’t know how to spell it, apparently!) 24,16 is very familiar idea and indeed I will be observing it. Looking forward to getting back to this this evening.

I didn’t think this was Paul’s best puzzle but enjoyable all the same. A mixture of clues quality wise, I enjoyed 19d and 13d (COD for me) but as others have already pointed out, 24d was a bit weak.
FOI 7a, LOI 12a. Can anybody help me with parsing 21d? I’m pretty sure of my answer, but I don’t get it at all. Also, what about 6d? I don’t see any word play at all, but that could just be me being slow.

21d three letters for setter (something that sets) around a three letter drink (a cocktail), the remainder is the definition, Austria is an example
6d wordplay is of the ‘say what you see’ type
