14d : In Cannes, I cannot concentrate lifting honour in cut marble (9, two words) _ETE_OL_E
Presumably first part defines a French expression, and the honour could be OBE or OM upward - cut marble suggests ALLE(y), though that doesn't work

TETE FOLLE (Sacatterbrain in French)

Honour = FETE reversed/lifted

(cut) Marble = TOLLE(y)
