@Aristo - I understand a contract to be where one is paid to kill a specific bod - a licence to kill is a mandate that allows killing in pursuit of an specified objective. I may be wrong.

kt: You may be right. I figured that, say, the CIA might engage you to take a specific person out, and that that might be considered giving you license to do so. One does usually think of it as a directive from a non-official entity, however. I've never been in that situation, and have managed to dodge the Mafia.
