16d Stop saving for proposal (3)
B-D. I assume "bid", because it means proposal, just about. But can't parse the "stop saving".

Forbid without the for "saving" =without,

I do this crossword with a pal most days and there is usually a clue or two which doesn't quite work.

Thank you. I agree about the odd wonky clue. Yesterday I wondered about: Top cook wants one (4). The answer was 'chef', which means the definition is in a strange place and I don't think the construction makes sense. Cook does not want (ie need) one - the letter i - because chef does not have one. Chief (ie top) does however need an 'i', but that's not how the clue is trying to work.
Could be wrong of course.
