Lely was the painter appointed to paint King Charles (can't remember the details!) and there's A R G (a R(oyal) G(erman) inside. ) The last bit doesn't work very well, but it's all I can see.

Peter "Lely" was court painter of Charles 1.
"a" in clue, "r" for a royal, "G" for German, inside.
