Tricky indeed. Without solving all of the clues, I think I can see how the grid should be filled initially, apart from 18 down which has me stumped. I also thought that 15 across would show me how the cipher works, but it hasn`t yet.

The simple(???) cipher has me stumped - but I do have a full grid and also five answers (when deciphered) of a kind, with one definitely the odd one out. I simply back-ciphered the grid entries from the ciphers known from the clues. Tedious to say the least, but even if you know the cipher it still must need to be done.

As far as filling the grid is concerned this must be the easiest Sabre ever. Rather disapponting. I filled most of the top half in under half an hour. Bottom half took a bit longer.

I think 13d has an encoded word. It works out and explains the wordplay.
