Late to this. Can't parse 21d First to fall, in short, a downward distance. A: fathom, but apart from the 'f' I'm stumped.
Also:
12. County needing way to avoid country music genre.
A: Norfolk. So folk is the country music genre, which leaves 'nor' I can't explain.

21d: fathom = distance (def)

County (Definition) = Norfolk

Nor(way) Country to avoid way

Music genre = folk

Nor + folk = Norfolk
