Ok, it is Pittsburgh - Grub (reversed/circulates + T's inside Pith which can mean 'Central or most important part'

Sorry, I got the parsing for EXPLOIT completely wrong, it should be:-

Former = EX + P(upi)L (Pupil after vacation) + O + IT (From the clue)
