It’s an abbreviation for “apparently” backwards, followed by the majority of a South American capital city.

just colour in 28 cells in an appropriate shape found the middle black 4... the 1st 16 letters seem to spell out something but the rest are just filling up the shape. Colour it red .............

I am close but...

Is U the second letter of 2d? I don't know what Telegraphic has to do with the answer.The six words I get are 4,3,4,2,5,3.
Ignoring sixth and taking L out of the fifth one, the phrase does not indicate much.

So where do I have to look in the grid and then in clues?

Sunray, I have a U at the second letter in 2 D. I think 'telegraphic' was just used to get the final letter!

I haven't got my notes, scribbles, so I can't give exact information about the phrase - I'll have another look...

I think the phrase is 2,3,2,5,5,3 - fairly guessable, bearing in mind the publication date. If you take one letter out of the second 5-letter one, and ignore the end, you'll see immediately where you've to get the instruction. Does this help?

It was 3,2,3,5,5,3.
Now I see why "Telegraphic" in 2d was necessary.

So now grid staring to find NN cells!
