Thanks, John. I also can't see anything but "ugli" fitting for 13A but can't parse. I have "grouse" for 16D and ???I?E so far for 15D.

Thought about OBLIGE partial anagram of BIG if BARB is correct for 18A

I was thinking along the same lines but can't see where the "O" "L" and "E" come from or the relevance of "Liza" in 15D. Likewise can see that "BARB" is a spike, but don't get "perception"

BARB is an acronym for Broadcasters' Audience Research Board so maybe that is the link to perception?
