Said to be the lowest part of laurus nobilis (6)
I think it's Lisbon as the letters are there in anagram, but something doesn't seem right.

Hi Chris, no doesn't have to be a capital, just a major city. Mumbai is the answer to another one, so don't think it's Bombay, which l considered too.
