Throughout the history of a certain town 3% of all births are twins and the other 97% are single births. If nobody moves in or out of the town what fraction of the towns population is twins ?

The wording of the question is ambiguous. If 3% of babies born has a twin, the the fraction is 3/100. However if 3% of birth events is twins, this gives 103 rather than 100 babies, hence the 6/103 answer (6 as 2 babies are involved in each event, of course).
