Yeh, that’s what I thought, but disappointing. In hand really means in process, under control.

In hand can also mean having something ready for use if required; in reserve.

According to Chambers:
"in hand" means as present payment; in preparation; under control
whereas
"at hand" means conveniently near; within reach
