Any assistance with a couple of clues would be much appreciated.
7dn: Fly by night (evil doer?) (4) I thought RORT
Also 27ac: Sure about a s-semi 3? (4) USER or TSAR perhaps?

USER is the obvious answer for 27A but I think it's TSAR (a semi-dictator). Still not certain of the parsing.

Think 9a actually ends in D not R so 7d is an anagram see Chanbers for an unusual definition

I have USER not convinced why USSR?

I'm also stuck on 7D. The clue offers an anagram of DOER and 9A could end in either an R or a D. The first half of the clue for 9A leans towards a D but the second half towards an R. In 7D, I can't see any connection to "fly by night" with either RODE or REDO.

USER = ADDICT = A D-DICT(half of 3A)

9a i had reformer rather than reformed.

7d i had rort - double meaning - fly by night, evil doer.
