HARARE?

HE with AR(ms) AR(ms) inside?
Not very good, if it's right

Tap (water)
Rock ( dance )
Also poor if correct.

Better!....... if W is allowed as an abbreviation for water.

Thank you, one and all! Harare looks OK to me. I thought
of "tap" but wasn't happy with it, so I'll go along with
"sway", which is marginally better. Appreciate all help with
this deliberately vague puzzle!
