27a Slow month on railroad, with terminally tiresome speed (8). Slow= DECELERATE. Month= DEC. Terminally tiresome = E. Speed = RATE. This leaves EL or LE for railroad. Erie Lackawanna is a railway but I feel that this is too obscure to be right. Any thoughts please.

"el" is an abbreviation for "elevated railroad" in USA.

Teddy is a slip, petticoat type thing- remove the top/first letter.
