I thought about petty cash but couldn't and still can't see why, same with omicron, just can't get the parsing.

The other two never crossed my mind.

Om (order - of merit) icon ( panel for church) around r ( last letter in rector)

16a if L (pound) was introduced into petty cash, it would be petty cLash ( spiteful feud)

The petty cash was one I should have seen, omicron however, never in a month of Sundays.

It has taken me all week to finish this (with help) - just in time for tomorrow when it starts all over again !
