A few I think I've got but can't see why.

1. Crowd help poor individual to steal current device, 6,5.
Think answer is Mobile Phone, mob for crowd, anagram of help, but I can't account for the rest of the letters, i, o, n, e.

9. Chum very nearly inspires a song and dance, 7.
Think it is Palaver. Pal for chum, but why 'aver'.

26. Watch cup with ball in it. 3.
Eye, but why? Is Y somehow ball?

8. Extremely lethal, 6.
Deadly. What does the 'Extremely' in the clue do?

Finally 19. Constable's one means of securing craft, 7.
Painter for Constable, but why securing craft?

19, A double definition.
You tie up a boat with a painter ( a line)
and of course, Constable the painter (artist)

19 A painter is also a strong rope, which you could use to tie up a craft,boat.

and anagram HELP, as you say - rather complicated!

19 a PAINTER is a rope for mooring a boat - see "Swallows and Amazons"

Lethal = Deadly. What does the 'Extremely' in the clue do?

Deadly can mean extremely, e.g.

deadly accurate, extremely accurate
