Help appreciated for the top RH corner - further clue/s only please. 8A "Cut off second outgrowth". ???R? & 4D "Tiny amount of humour on the radio". ??? T.

The definition is "cut off"

4d: It is (supposed) to be a homophone!
A word for tiny amount that also means humour.
I might add that I don't pronounce them the same!

As far as I know there are not pronounced the same. The H is not silent.

I know that some leeway may be required in a cryptic crossword but this stretches the concept of leeway to bursting point.

The same applies to the clue "Bill" written in capital letters in 20a.
