malone, 29d is SU????NE - a word that describes a member of the pig family, nothing to do with a pig disease as I first thought. I have T?LL for 43a.

Orson, thanks very much. My 32 A was such an ordinary-looking word, I didn't think to check it thematically! I've fixed that, got 29 D and am off to fix 12 D.

I've everything sorted out and am now left, like others, with only T?LL at 43 A. (Government's right to register cost (4)). I can see that Toll fits, as does Till... will need to think some more, perhaps I need the additional, extra or misprinted letter!

Hi Malone,

43a TOLL Cost is def. Government's right is T as in the right hand end/side of the word, ROLL = register, extra letter R

I risk being shot down by someone whose maths is better than mine, but whereas the title of the puzzle is fine (in a slightly cryptic way) the instruction that is revealed by the clues is numerically incorrect. But I suppose people will twig what is needed to be done without worrying too much about it.
