I've just about finished this.

I think it fair to point out that for 38a the answer to the clue is a word for wax around EP rather than PE; this is before it is thematically altered for entry. I think it is unfair that the clue does not indicate that the letters should be thus reversed.

I found the method of entry early on so I haven't bothered with the extra letters in the down clues and there are a number of clues I cannot parse anyway.

Finally, I think the title of the puzzle should be Law and not Rule.

In fairness, the extra letters refer to the 'Law' of etc.
So perhaps that's why it wasn't the puzzle's title.

I think 38A is fair because EP is the abbreviation for extreme pressure used in the grading of lubricants, according to my Chambers.

Setters generally avoid clues giving the same answer, but that seems to be the case here with 37a and 28d !
