Is this a prize puzzle for which you have to pay to enter?
I can remember as a child my first introduction to crossword puzzles and this type was common in Dad's Sunday paper. There are clearly many potential 'correct' answers and the paper simply hoped that the income from entrance fees outweighed the prize money on offer.
And 'last week's lucky winner' - Mrs Smith from Derby - was never sufficiently clearly identified to be sure that there ever was a prize given out.
