Having real trouble parsing these. help greatly appreciated....

25a Dictator from one country runs into trouble (3,7) - BIG BROTHER (Dictator)

I can see the R(uns) into BOTHER (Trouble) part, but cannot get BIG from 'One country'.

4d Rules in place to cover circular letter writing (8) - THEOREMS (Rules)

8d Showing up of American in 18's address (5,2) - FOCUS ON

The answer to 18 is SWINDLE but apart from US for 'American', I'm at a loss for both wordplay and definition!

in place = there, around O (circular letter) + MS=manuscripts (writing)

Ok, I've just worked out 8d and think 'BIG' in 25a may just be part of the definition - if so i just need 4d. Thanks.
