Whilst I'm reasonably confident of having the right answer to this clue, I'm suffering a blank on the wordplay and would be grateful for assistance.

I have U?A?I?O?S and reckon it must be UNANIMOUS and that I'm missing the obvious perhaps?

(H)unan is the province
Second uni is Mo U, with i and s around mou.

I've completed the crossword, but there is one more answer I'm unable to completely fathom the wordplay!
