Anybody help with 3a please? Region of Carthage Cato regularly slammed (10) (there is one redundant letter in the clue)

Jogamel, it's an anagram. H is the redundant letter. And there's an empty cell.

Enjoyable one this week

Very enjoyable grid fill, but am stuck with what to do next. I take it that the person in the story is fictional. Are the 3 letters transferred the only instances of those letters - if not presumably they occupy significant cells. The title is probably meant to be helpful, but if so its message eludes me. Time for a sharpener before lunch.
