I have a solution for 4 dn but I do not see what it has to do with Billeting Soldiers. Please explain

The soldiers make up three of the last four letters. They are "billeted" within the "here it" part.

Billeted in "it" ??

I have always thought the garment ended in LE but have never written it down. I had one of thise coats way back when

Good to hear from you - have you been away?

My second thoughts on 4d was that "Billeting soldiers here? It is a hunch" implies that the "men" should be within the "present" ("here"), or at least between the "present" and the "it", but instead they are in the "it".
