I have a solution for 4 dn but I do not see what it has to do with Billeting Soldiers. Please explain

The soldiers make up three of the last four letters. They are "billeted" within the "here it" part.

.............actually that doesn't quite work, as they are only billeted in "it".

4d - I`ve been puzzling over that, too. I thought RE`s were the soldiers !

I have always thought the garment ended in LE but have never written it down. I had one of thise coats way back when

My second thoughts on 4d was that "Billeting soldiers here? It is a hunch" implies that the "men" should be within the "present" ("here"), or at least between the "present" and the "it", but instead they are in the "it".

Not a very good clue I think.
Just returned from staying with my cousin in Cavalaire,France.
