I have c-n-l -o-t so 'canal boat' would fit but I can't see where 'bo' comes from.

Military's arranged to issue one? (4,4)
I have a-m- l-s- so 'army list' would fit, but if so, why?

I've never heard of 'bo' in that sense but I feel it must be right. 'One' as both definition and indication of what is to be issued from the anagram fodder? Again it works, but I'm not impressed with clues requiring reverse engineering.
