Where is everyone or have you all found it too easy!?

A word in each clue has been anagrammed into one or more consecutive words; these should
be unscrambled prior to solving, normally destroying the overall surface reading
20a Once pulled by lugs , ice vehicle circles eleven orcas (6) S??LED
(I know that the result of "anagramming" starts with O)

31a Honour initially enjoyed by earners, for example, coming first (5)
( as above .... starts with N_
24d now a normal clue:
Expressed hesitation having won without Turkey or Italy (6) U???ED

I have the quote and subject but don't know the 18 letters to be deleted

Hi xwordfan,
31a. anagram (by earners)
24d. 9 letter word for won minus the usual abbreviations for Turkey and Italy at the beginning.

Look for 3 contiguous instances of the missing subject of the quote and the shape ......
