Help with parsing 36 across and 37 down please:

36A Thinking parts annexed by France, rebel languished (9). Answer is "Cerebella", but what has "annexed by France, rebel languished" got to do with it, other than perhaps rebel appearing in cerebella?

37D Chance to receive free award for future union member (5-2-2). Answer appears to be "Bride-to-be", but how does "chance to receive free award fit it?
