20D: Flower girl lower than most (5)

I have V?L?A

It seems to be either VOLTA or VOLGA - both rivers (flowers!)
but I can't fathom out which it could be or why !!

Any ideas ??

Volga has Olga, girl, in it - don't know if that helps. I'm still puzzling over than 'lower than most' part.

Yes, I've pencilled in VOLGA - it seems to relate to the clue better than VOLTA - I can't fathom out this compiler's thinking at all !!!

It's a down clue
So Olga is lower (beneath) V

V= very
most = greater part of (sort of very)

Bit iffy but that's my guess!
