Could it be: ONATI = O (old) + NAT (national) + I (institution) ?

I can't find that word in Chambers or any of the on-line reference sources. The only words that fit appear to be OKAPI and OMANI, neither of which makes any sense.

Omani, a national of Oman.
A valet is a man in terms of a male servant.
