I cannot parse 2 clues ,

8d ' Council fix drains and head off ' (9)
answer is 'sanhedrin' , Jewish supreme court of Justice , can see drains in there but where does remaining 'nhe' come from ?

23d ' Well contains joke coins ' (5)
answer is ? money

can see that 'my' is well , but is 'one' same as joke ?

23, Bradford's Dictionary gives "one" as a synonym for "joke".
So your parse looks good.

Trevor's suggestion looks good - anagram of drains (t)hen. Does anyone have the crossword to hand to check the wording?

Chrise, I've no longer got the paper, but I saw this clue being discussed (elsewhere, I think!) yesterday and the wording in the paper was slightly wrong. Wrong enough for the clue not to work properly.
