2d Arabic in New York? Not spoken over there (4). NAR?. Ar is in Chambers as an abbreviation of Arabic so NARY is looking good but I don't understand the second sentence of the clue. Any bright ideas?

Nary is informal for 'not', not sure why 'over there'

NARY is given by Chambers as a 'North American and dialect' word for 'not', hence the 'spoken over there' referring to New York.
