Thanks very much chrisg, but not sure I understand the European family bit of CLEARSKIN

Also for 11a "Severe punishment's no answer - execute" (9) i've got I?P???E?T and assume it's IMPLEMENT but again don't see the parsing.

Its cleanskin not clearsking - clans (families) with E inside + Kin - cleanskin is someone who doesn't have a criminal record

The punishment in 11 across is impalement - take out a (answer) gives IMPLEMENT
