I think its snowing but need help to parse please

Definition a bit obscure, though!

Chambers gives SNOW = "To mislead, persuade, overwhelm or convince with insincere and complex information (N Am sl)" so it seems fair. After all, we North Americans have to deal with all the Scots words and cricket terms in these puzzles!
